# Chapter 11 — The Other Network

Daniels did not fold the oldest building plan.

He placed one hand on it so the corner would not fall back across the low-voltage section.

“Bring him back.”

Henry looked toward the door.

“The janitor?”

“He is going to show us the exact box.”

The footsteps in the corridor had not completely faded. Henry stepped outside and called after him. A few seconds later, the janitor reappeared, the bucket still in one hand.

His eyes moved between Henry, Daniels and the plans spread across the table.

“Did I forget something?”

“No,” Daniels said. “You are going to show us where you were working.”

The janitor lifted the bucket slightly.

“I can open the cover while we’re there—”

“No.”

The word was not loud.

It left no room for misunderstanding.

“You do not open anything. You do not touch a wire, terminal or enclosure. You point to the area. That is all.”

“It is probably just an old telephone line.”

“Then a measurement will confirm that.”

Daniels called evidence processing and requested an electrician familiar with older low-voltage and telecommunications systems. He made the restrictions clear: no shutdown, no fuse reset, no disconnected line, no injected signal and no attempt to operate whatever they found.

When the call ended, he pointed to the plans.

“They stay here.”

Then he looked at the janitor.

“Lead the way. Slowly.”

They continued down the corridor and stopped before the old archive and backup area. The room remained restricted. The janitor did not lead them inside, but toward a narrower section behind it that barely appeared in the newer plans.

On the oldest drawing, it had been a low-voltage service section.

On the later drawings, it was only space between lines.

The janitor pointed into the passage.

“Back there.”

“From here,” Daniels said.

The man remained outside and extended one arm.

The wall had been repaired more than once. Different shades of paint overlapped. An old metal raceway ran just above floor level and disappeared behind wall paneling.

A gray connection box sat at knee height.

It was smaller than Henry had expected. Layers of paint had nearly joined its edges to the wall. Rust showed at one corner. A narrow metal tab protruded beneath the cover.

“Lower left,” the janitor said. “That is where the plaster was loose.”

“And the putty knife touched the tab?” Daniels asked.

“Yes.”

“Do not show me again.”

The janitor lowered his arm.

Henry remained behind Daniels. From that distance, he could not read a label or make out the exact wiring. The box looked like something nobody had consciously noticed in years.

Not damaged.

Not modernized.

Simply left behind.

“Part of the old telephone distribution?” Daniels asked.

Henry studied the raceway and the enclosure’s position away from the former main frame.

“I don’t know.”

“You said the old lines were telephone wiring.”

“Some of them were. I never administered this section.”

“That was not my question.”

Henry let out a slow breath.

“No. I cannot confirm that this is an ordinary telephone connection.”

The janitor folded his arms.

“It tingled like one.”

“How strongly?”

“Just enough that I pulled the putty knife away. No spark. No smell. Then the dry clack. Maybe another one.”

Daniels photographed the passage, box, raceway and the area the janitor had indicated without crossing the boundary.

“Nobody enters this section from now on,” he said.

Henry nodded.

“I’ll make sure of it.”

“Everyone, Henry. Not only your people.”

Daniels looked at the janitor.

“You do not retrieve tools from here. You do not patch or clean anything.”

“Nothing of mine is back there.”

“Good.”

Henry looked again at the box.

“If there is still voltage on it, shouldn’t we isolate the circuit?”

“No.”

“If there is a fault—”

“Then we document the fault first. Nobody turns something off because its condition makes us uncomfortable. And nobody turns something on to see whether it still works.”

The janitor picked up his bucket.

“What do I tell the others?”

“That the area is restricted.”

“Why?”

Daniels looked at the unremarkable gray box.

“Because we do not know what it is.”

After the janitor left, Daniels waited until the footsteps had faded.

“Who in this building might know?”

Henry took longer to answer than he wanted to.

Not because nobody came to mind.

Because only one person did.

“Frank.”

Daniels nodded.

“Get him. Tell him only that we found old equipment.”

“Not the tingling?”

“No.”

“Not the relay?”

“No.”

Daniels looked back at the box.

“I want to know what he recognizes before we tell him what to look for.”


Frank arrived without his jacket.

He had folded the sleeves of his pale shirt once, neatly, and carried nothing. No phone. No papers. Not even his white coffee mug.

Henry followed half a step behind him.

“Officer Daniels.”

Frank stopped before the temporary boundary. His gaze went first to Daniels, then into the narrow section behind the archive area.

He did not ask why he had been called.

He looked.

The gray box.

The old raceway.

The lines emerging from beneath several layers of paint.

His right hand rested beside his trouser pocket. For a moment, the fabric shifted beneath his fingers as though he were turning the old coin he carried there.

“Who opened the cover?” he asked.

“Nobody,” Daniels said.

Frank nodded once.

“Good.”

Henry watched him.

“You recognize it?”

“I recognize the construction.”

“What is it?” Daniels asked.

“Not enough is visible to say reliably. But it is not an ordinary subscriber connection. It is in the wrong location, and the line path is too isolated.”

“Isolated from what?”

“The former building distribution.”

Daniels looked at Henry.

“You did not see that.”

“No.”

Frank glanced at him without criticism.

“I would not have expected you to. This equipment was already old before you started here.”

The answer was calm.

That made it land harder.

“What was it used for?” Daniels asked.

“Possibly a private signaling circuit. Remote monitoring. Control. A fixed low-speed data connection over dedicated copper pairs.”

“Through the public telephone network?”

“Not necessarily. It could have been a closed circuit between technical endpoints.”

Frank kept his eyes on the box.

“Those systems did not need to be fast. They needed to work through storms, voltage variations, motors and poor grounds. Simple interfaces. Often relays.”

Daniels said nothing about the sound the janitor had reported.

“Could voltage still be present after years?”

“If a supply remains connected somewhere.”

“Dangerous?”

“Probably not like mains voltage. Potentially dangerous to evidence, connected equipment or an unprepared technician.”

Daniels did not change his posture.

“Did you know these lines were still here?”

Frank looked directly at him.

“Yes.”

Henry turned.

The corridor went quiet.

“Since when?”

“Since the renovation that replaced the internal telephone and data infrastructure. Active services were transferred. Obsolete lines were to be disconnected at the documented points.”

“But not removed.”

“Not completely.”

“I did not know that,” Henry said.

“There was no reason to make it part of your responsibilities.”

“Apparently there was.”

Frank remained silent.

“Who decided to leave them?” Daniels asked.

“I was among those who supported it.”

“Why?”

“Full removal offered no technical benefit. It would have required opening walls and endangered working infrastructure.”

“To preserve old infrastructure that supposedly no longer worked.”

“To avoid tearing open the building for a symbolic removal.”

“If a line is disconnected and insulated at both ends,” Frank continued, “the copper in the wall is no longer a system.”

“And you believed this line had been disconnected at both ends.”

“Yes.”

“Did you know?”

Frank did not answer immediately.

“I knew what the work order required.”

“That was not my question.”

Frank’s expression remained unchanged.

“No.”

“You knew the line remained, but did not personally verify both ends.”

“I had no reason to question the result.”

“That is still not an answer.”

Frank looked once more at the raceway.

“I did not personally verify it.”

Daniels allowed the silence to last.

“Did you install this box?”

“No.”

“Work on it?”

“Not that I remember.”

“Know its specific purpose?”

“Not this individual enclosure.”

“But you know the kind of system.”

“Yes.”

“Could it have reached a remote site?”

“That is possible.”

“With a radio endpoint?”

Frank turned fully toward Daniels.

“What did you find?”

Daniels did not answer.

“I am asking you.”

Frank considered him for several seconds.

“An old copper circuit could have reached a local controller, line modem or relay interface. From there, any attached endpoint could have been driven. Radio included.”

Henry stepped closer to the barrier without crossing it.

“Without Ethernet.”

“Yes.”

“Without our servers.”

“Yes.”

“Without an entry in our monitoring.”

Frank looked at him.

“If it was never part of your network, your network could not monitor it.”

The answer was obvious.

And it changed everything.

Daniels asked, “Why leave something like this alone?”

Frank rubbed his thumb once along the coin in his pocket.

“Because every unnecessary change creates a new risk.”

Daniels waited.

Frank looked along the old line.

“You do not break a stable line.”

Henry had heard the sentence in meetings, during upgrades, whenever somebody wanted to replace a working system merely because something newer existed.

Here it sounded different.

“This line is not stable,” Daniels said.

Frank closed his fingers around the coin.

“Then it was not left as I believed.”


Evidence processing arrived first.

Two technicians brought cameras, evidence markers and additional lighting. Behind them came an electrician whose gray tool case looked older than some of the equipment in Chesapeake’s modern server room.

Daniels repeated the restrictions before anyone crossed the barrier.

“Document everything. No disconnected line. No fuse removed or reset. No relay operated. No signal sent into the system.”

“Has voltage been measured?” the electrician asked.

“No.”

“Touched?”

“Several months ago by the janitor. Not today. He felt a slight tingling through a metal putty knife and heard what may have been a relay.”

Frank showed no visible reaction.

Evidence processing photographed the corridor, entrance, floor, wall, raceway and box. Only after the original condition had been preserved from multiple angles did the electrician enter the narrow section.

“Noncontact first,” she said.

An alternating-current detector showed nothing.

“Then maybe it is dead,” Henry said.

“No,” Frank replied.

The electrician changed instruments.

“A noncontact detector tells us little about direct current or shielded lines.”

Henry nodded, irritated that Frank had reached the point first.

The electrician documented the meter setting and tested the accessible metal tab against a known reference. The display stabilized.

“Low direct voltage.”

Evidence processing photographed the reading.

“Not mains voltage,” she added. “Enough to explain the tingling if the putty knife reached a second reference.”

“A telephone line?” Daniels asked.

“Possible. Voltage alone does not prove it.”

A second reading showed the same active circuit.

“Not a typical current telephone connection,” she said. “And not ordinary building control wiring I can identify from what is visible.”

She followed the metal raceway with a light. It disappeared behind later wall paneling where the oldest plan showed a narrow service void.

An existing access cover was photographed, then opened without force.

There were no modern network cables behind it.

No Ethernet.

No fiber.

No current telephone modules.

Several old copper pairs crossed the void on porcelain and plastic supports. One bore markings unlike the rest.

“That is not in our cable plans,” Henry said.

“Certain?” Daniels asked.

“Yes. Our plans begin after this section, where the modern routes were taken over.”

“Then your knowledge ends at this wall.”

Henry did not answer.

The marked pair did not lead to the former main telephone frame. It turned away before reaching it and continued toward the low-voltage area behind the archive room.

“There is another enclosure,” the electrician said.

It sat deeper inside the void. Flatter than the painted box. Darker. A mechanical viewing window showed something behind the glass.

“Relay armature,” Frank said.

“Certain?” Daniels asked.

“Certain enough not to move it.”

The electrician illuminated the assembly.

“Electromechanical relay or a similar line interface. Likely galvanic isolation beside it.”

“For what?”

“To keep faults, potential differences and interference from passing directly between both sides.”

Frank added, “And to keep a long line from carrying every electrical imperfection in the building.”

The electrician studied the copper pair.

“The route is consistent with serial telemetry. Possibly a twenty-milliamp current loop.”

Daniels opened his notebook.

“Current loop.”

“A defined current state carries the information,” Henry said. “Not packets over a modern network.”

“Slow?”

“Very.”

Frank looked at the enclosure.

“But reliable.”

The electrician raised one hand.

“That is a working identification, not a final one. We would need to expose more of the circuit.”

“Not yet,” Daniels said.

The visible path continued into the low-voltage section and toward a second raceway that rose out of sight.

Henry placed the oldest plan in a protective sleeve on a mobile table outside the barrier. The route on paper matched what they could see.

From the technical work area.

Down through the old distribution space.

Behind the archive room.

Then upward.

But not back toward the modern offices.

“Where does it go?” Daniels asked.

“The plan ends there,” Henry said. “Either the next sheet is missing or this path was never carried forward.”

“Do you know?” Daniels asked Frank.

“No. I never personally traced it.”

“But you knew some copper remained.”

“Yes.”

“Not what remained connected.”

Frank did not answer.

Using a high-impedance input, the electrician observed the existing state without injecting power or a signal.

“This is not a random residual charge,” she said. “There is an active source.”

“From where?” Henry asked.

“Not the modern telephone frame. Possibly an old supply, a battery or another DC circuit. We have to trace it without changing the state.”

Deeper in the low-voltage section, a larger enclosure emerged behind dust and old mounting rails.

Not modern.

But not as old as the first box either.

A dark front window showed no display. Two recessed buttons sat beneath it. Nobody touched them.

Evidence processing changed the angle of the light until part of the identification plate became readable.

LINE INTERFACE CONTROLLER

A second line had been worn away at the beginning.

Only its last word remained intact.

REMOTE

“Not a switch,” Daniels said.

“No,” Henry replied.

“Not a server.”

“No.”

“Not part of the current telephone system.”

The electrician shook her head.

“Not from anything visible.”

Daniels looked at Henry.

“Then say it.”

Henry stared at the enclosure, the copper pairs and the route that existed in none of his systems.

“It is not part of our network.”

Frank stood beside him.

“It was never part of your network.”

He did not say it to diminish Henry.

Only to be precise.

Henry knew the servers.

The switches.

The backups.

The telephone system.

Every monitored connection, every known address, every route by which Chesapeake communicated with the outside world.

And behind a wall, only yards from Michael’s workstation, another system had been waiting.

Not hidden by encryption.

Not concealed by unusual software.

It had merely spoken a language Henry had never searched for.


Daniels left the examination to continue behind the barrier and took Henry and Frank back to the small meeting room.

The plans still covered the table. Beside them remained Daniels’ handwritten timeline:

1:41:26 PM — LOCAL LOGIN

SHORTLY AFTER — UNKNOWN USB DEVICE

1:42:18 PM — CM-047 ACCEPTED

ABOUT 1:47 PM — TOWARD ARCHIVE AREA

2:03:17 PM — YUKON

There was still no line between the entries.

Daniels placed his phone on the table and called the secure number for the forensic unit.

“We found a separate old copper system inside Chesapeake,” he said when the analyst answered. “Low direct voltage. A line interface controller. Probably serial telemetry. Entirely outside the modern network.”

“Is a connection to Weber’s workstation confirmed?”

“No.”

“To the unknown USB device?”

“No.”

“To C.M.T.A.?”

“No. But I want the workstation examined under a different question.”

Daniels indicated Henry.

“Explain it.”

“Until now,” Henry said, “we treated the unknown object mainly as storage.”

“Because the mass-storage interface is confirmed.”

“Yes. But that proves only one function. Do not search for a second device. Search for additional interfaces belonging to the same physical one.”

“Same serial number?”

“Where available. Also a common parent USB entry, matching identifiers and the same physical port path.”

Daniels raised one finger.

“In report language.”

Henry took a breath.

“One physical object can present itself to the computer as more than one thing.”

“For example?”

“As storage and as a serial interface.”

“A USB stick that can also talk to something else.”

“In simplified terms.”

Frank added, “On Debian, a recognized serial function should create a device file if the driver is present.”

The analyst said, “We have the full kernel and device-event records, plus file-system artifacts and the process state from the forensic capture.”

Daniels leaned forward.

“Could an interface appear and disappear without the user visibly opening a program?”

“Yes.”

“Could software access it automatically, without a window or internet connection?”

“Yes.”

Henry looked at the faded building plan.

“A local process could send a few bytes through serial hardware. No Ethernet. No server. Nothing for the firewall to see.”

Daniels wrote beneath UNKNOWN USB DEVICE:

INTERFACES?

“Check whether a new device file was opened between the local login and the recorder event,” he said. “Treat 1:42:18 as a working point until the clock is verified. Do not assign an exact second until the sources are normalized.”

Henry added, “Look for brief access. A transfer might have completed in seconds or started automatically when the device was connected.”

Frank nodded.

“A maintenance unit can be configured to deliver a fixed sequence when it detects the correct endpoint.”

“Without the user entering a command?” Daniels asked.

“Yes. Technically possible. Not enough to assume.”

The analyst confirmed the new review. Daniels requested the device tree, kernel messages, interface identifiers, relevant process access, time sources and association with the individual serial number.

When the connection ended, Henry looked at the new word in the notebook.

INTERFACES?

“We should have asked sooner.”

“You searched for what the computer clearly identified,” Daniels said.

“Storage.”

“Yes.”

Henry looked toward the wall behind which the old copper circuit ran.

“And if that was only the part we understood?”

Daniels stood.

“Then we find the other part.”


Only the lamp beside the living-room window was on when Henry came home.

Rover reached him first. Browny followed more slowly and sat beside the coat rack.

Henry placed his keys in the bowl.

He looked at them longer than necessary.

Janet sat on the couch with a book open in her lap. Her dark red glasses had slipped slightly down her nose. She had stopped reading.

“Hank?”

“I’m home.”

“I can see that.”

A plate sat on the low table beneath an inverted bowl.

“I’m not hungry.”

“You said that this morning.”

“And yesterday.”

“You ate yesterday anyway.”

Henry sat in the chair across from her. Rover remained between them until Henry stroked his back.

Janet closed the book.

“Did you find Michael?”

“No.”

She nodded slowly.

No false hope.

No attempt to turn the answer into something kinder.

“But you found something.”

“An old system.”

“At the site?”

“There too.”

Janet waited.

Henry began with the technology because technology was easier.

“At the old property, there was an independent radio section. Battery, solar charging, a small recorder. None of it depended on the internet or cellular service.”

Janet removed her glasses.

“And today at Chesapeake?”

Henry looked at her.

She had heard it in the order of his explanation.

“There are still copper lines behind the old archive area. They are not part of the current system. Not even the old normal telephone distribution. There is a line interface behind the wall. Relay equipment. Probably a serial current loop.”

“And that is bad.”

“It is not automatically bad.”

“Hank.”

Henry said nothing.

“You just told me it belongs to no system anyone watches, and nobody knew it still worked. That does not sound good when you say it.”

“There is still voltage on it.”

“Dangerous?”

“Not like an outlet. But active.”

“Although it was supposed to be shut down.”

“Yes.”

He lifted the bowl from the plate. The food was no longer warm.

“Frank knew the lines remained in the walls.”

“Did he know they were active?”

“He says no.”

“Do you believe him?”

“I don’t know.”

“That was not my question.”

For a moment, she reminded him of Daniels.

Not in tone.

Only in her refusal to accept an imprecise answer.

“Yes,” Henry said. “I believe he thought they were dead.”

“But you do not think that is enough.”

“No.”

“Who shut them down?”

“A contractor. Probably with Chesapeake people. Before my time.”

“Probably?”

“I have not seen the records.”

“Then how does Frank know what was done?”

“He knew the decision. The old systems were to be disconnected, but the copper would remain so the walls and newer routes were not disturbed.”

“So there was a work order. And somebody later said it was finished.”

“I assume so.”

Janet looked at the untouched food.

“In the library, we could mark a book as withdrawn. That meant it was no longer active inventory. It did not mean it had left the building.”

“That is not quite the same.”

“No. Books rarely carry current.”

Despite everything, a sound almost like a laugh escaped Henry.

Janet remained with the point.

“There was one record for withdrawal and another for the actual transfer or disposal. Sometimes an invoice. Sometimes a signature.”

Henry looked at her.

“You say there was a work order to shut it down,” she continued. “Who documented that the line was actually shut down?”

“It should be in the renovation records.”

“And who confirmed it had happened?”

Henry did not answer.

“A note that something was to be removed or ended is not proof that it was.”

“There should be an acceptance record,” Henry said.

“A final invoice,” Janet said.

“Material lists. Which assemblies were removed. Which lines were disconnected.”

“A corrected drawing?”

“Yes.”

“And the person who signed it.”

Henry looked past her.

The old box.

The line behind the wall.

Frank, who knew the copper remained.

Michael, gone for five days.

“I should have known,” he said.

“About the paperwork?”

“About the system.”

“Why?”

“Because it is in our building.”

“It was there before you.”

“That is not an excuse.”

“I did not say it was.”

Rover placed his head on Henry’s knee.

“I thought I knew Chesapeake.”

Janet looked at him.

“You thought you knew Michael.”

Henry stopped moving his hand.

“We are talking about a line.”

“You are explaining a line to me.” Her voice was quiet. “But you are talking about Michael.”

“If he knew about it, he did not tell me.”

“Maybe he did not know.”

“Michael knew things about that building nobody else knew.”

“That does not mean he knew everything.”

“And if he used it?”

“Then you find out how.”

“And if he did not use it willingly?”

Janet placed one hand on the table, close enough for Henry to take it if he chose.

“Then you find out how even more carefully.”

After several seconds, Henry picked up the fork and ate one bite.

Janet did not reopen her book.

“You will look for the records tomorrow?”

Henry nodded and took the small notebook from his shirt pocket.

He wrote:

WORK ORDER

FINAL INVOICE

MATERIAL / DISPOSAL LIST

ACCEPTANCE RECORD

REVISED DRAWINGS

SIGNATURE

Then one final question:

WHO CONFIRMED THE OTHER END?

Janet did not read over his shoulder.

She did not need to.

For the first time since Henry came home, he was no longer explaining a system.

He had found a question that could be answered in an archive.


On Thursday morning, the renovation records covered the same table as the old building plans.

Brenda had brought three archive cartons and arranged them in storage order.

“The records were reorganized twice,” she said. “Once after the renovation and again when administration moved upstairs.”

“Was anything destroyed?” Daniels asked.

“Not according to the list.”

“Is the list complete?”

Brenda looked at him over her glasses.

“It says it is complete.”

Daniels nodded.

“That is a better answer.”

Henry opened his notebook to the list from the previous evening.

Frank entered several minutes later and sat where Daniels indicated.

Brenda opened the first carton.

Henry found the work order among technical proposals and renovation correspondence.

The heading read:

LEGACY TELECOMMUNICATIONS DECOMMISSIONING

It covered removal of the old exchange, transfer of required lines, cancellation of obsolete external services, disconnection of historical modem and telemetry connections, and securing of remaining copper routes.

“Securing,” Daniels said. “Not removing.”

“That was the decision,” Frank replied.

An attachment divided the old line groups into REMOVE, DISCONNECT and ABANDON IN PLACE.

“Meaning?” Daniels asked.

“Leave it where it is,” Henry said.

“Dead?”

“Only if it was disconnected properly.”

“The lines should have been isolated at the handoff points,” Frank said.

“Which points?”

“That should be in the working drawings.”

They found two.

The first marked the old telephone frame and several modem connections in red. The second ended the work area at a broken boundary before the section behind the archive room.

Beside it was written:

EXISTING LEGACY EQUIPMENT — NO WORK BEYOND THIS POINT

Henry leaned closer.

“They did not decommission the rear section.”

“They were supposed to disconnect it from the building side,” Frank said.

“That is not the same.”

“No.”

Daniels indicated two initials beside the revision date.

“Yours.”

Frank looked down.

“Yes.”

“You approved it?”

“I acknowledged the revision. Possibly approved it. I cannot tell you which after this many years from two initials.”

“But they are yours.”

“Yes.”

The second carton contained invoices and disposal records. The final invoice listed the old exchange, modem rack, power supplies, cable and scrap.

No line-interface assembly could be identified.

“Could be part of a combined item,” Frank said.

“Then the unit count or weight should fit,” Henry replied.

It did not.

At the bottom of the contractor’s completion sheet was an empty field:

CUSTOMER ACCEPTANCE

No signature.

No date.

Only a faint stamp:

INVOICE PROCESSED

Brenda opened the final carton and checked each binder in order.

Renovation logs.

Fire-safety approvals.

Acceptance of the new telephone system.

Acceptance of network cabling.

Nothing for final disconnection of the legacy telemetry equipment.

“That is everything assigned to this renovation,” she said.

“No acceptance,” Daniels said.

“Not here.”

“Could it be misfiled?”

“Of course.”

“Could it never have existed?”

“That too.”

A later as-built drawing no longer showed the old low-voltage section. In its place was:

INACTIVE SERVICE VOID

“Who confirmed it was inactive?” Daniels asked.

The technical verification field was blank. Only an internal approval number remained.

“That may have come from administration,” Frank said.

“May have,” Daniels replied.

Henry returned to the work order.

DISCONNECT AND SECURE ALL LEGACY CONNECTIONS IDENTIFIED IN SCOPE

“Identified in scope,” he said.

Daniels looked at the broken boundary on the working drawing.

“Only what was listed.”

The controller lay beyond it.

Not removed.

Not worked on.

Possibly never inspected.

“The contract was completed,” Daniels said.

“Yes,” Frank replied.

“The invoice was paid.”

“Apparently.”

“The plan was changed.”

“Yes.”

“But nobody can show me that this line was disconnected at its other end, that the controller was de-energized or that anyone verified where the route went.”

Frank looked at the empty acceptance field.

“No.”

Henry checked WORK ORDER and FINAL INVOICE in his notebook.
